New Aadhaar Rules: One Person, One Card Starts Now!

The Unique Identification Authority of India (UIDAI) has unveiled a revised list of documents accepted for the enrollment or updating of Aadhaar cards. This update, which aligns with the Aadhaar (Enrolment and Update) First Amendment Regulations, 2025, came into effect on July 2. Under the new guidelines, any document used as address proof—such as a voter ID or bank passbook—must be verifiable by UIDAI through digital means or offline processes utilizing online systems. Additionally, there are new provisions concerning individuals who possess multiple Aadhaar cards.

One Person One Aadhaar

UIDAI has introduced new regulations aimed at citizens who hold more than one Aadhaar number. In such instances, the Aadhaar number that was assigned first and contains biometric data (including fingerprint and iris scans) will be retained, while any additional Aadhaar numbers will be cancelled. If none of the Aadhaar numbers can be confirmed through biometric methods, the earliest issued number will still be considered.

Updated List of Required Documents

The updated list of documents is applicable to Indian residents, overseas citizens of India (OCI), non-resident Indians (NRIs), holders of long-term visas (LTV), children over the age of five, and foreign nationals. The documentation requirements have been categorized based on four criteria:

  1. Proof of Identity (PoI)
  2. Proof of Address (PoA)
  3. Proof of Relationship (PoR)
  4. Date of Birth (DoB)

According to UIDAI, a passport is deemed a valid document across all four categories. Additionally, a PAN card, voter ID, driving licence, and government-issued photo IDs are acceptable as identity proof, provided they can be verified. For address proof, residents can submit documents such as a voter ID, ration card, bank passbook from a Public Sector Undertaking (PSU), Kisan Passbook, or a bank or post office account statement.

Other acceptable documents include pensioner photo IDs, marriage certificates, academic marksheets from recognized boards or universities, and various government-issued certificates corresponding to specific requirements.

Citizens from Nepal, Bhutan, and other foreign nationals, including OCI cardholders and LTV holders, may be required to present additional documents for Aadhaar enrollment or updates, as per UIDAI guidelines. A complete list of valid documents can be accessed here.

While UIDAI permits online updates for Aadhaar, this feature is restricted to address changes only. Updates concerning demographic details like name, date of birth, and gender, along with changes in phone numbers or photos, require a physical visit to an Aadhaar Enrollment Centre.

How to Update Address Aadhaar Card Online

  1. Visit UIDAI’s Self-Service Update Portal here
  2. Input your Aadhaar number and authenticate your login through an OTP sent to the registered mobile number
  3. Choose the Update Address in Aadhaar option displayed and click Proceed after reviewing the instructions.
  4. Opt to update your Aadhaar by area pin code or address. Enter the new address in the specified field and select Submit
  5. Upload a valid document for address verification, such as a utility bill, passport, or bank statement
  6. Submit the form. You will receive a Service Request Number (SRN) to track your update request

Citizens should remember that submitting an Aadhaar update request does not guarantee its approval. Each new address will undergo authentication before it can be integrated into UIDAI records. Hence, it is crucial to provide accurate details during the submission process.
